A SUSTAINABLE AND INCLUSIVE DEVELOPMENT STRATEGY:
THE CASE OF PEOPLE WITH DISABILITIES

Resumen
El presente artículo analiza, desde una perspectiva teórica, la inclusión de personas con discapacidad (PCD) al mer-
cado laboral. Se presenta un panorama teórico y empírico de la inclusión laboral de PCD en Yucatán, analizando
diferentes perspectivas de instrumentos internacionales, nacionales y estatales que han servido para cuantificar y
clasificar la discapacidad.
La metodología se realizó a través de una revisión documental, consultando diferentes investigaciones, reportes
estadísticos y el desarrollo de políticas públicas.
De acuerdo con Amartya Sen (1990) y su teoría del desarrollo humano, se destaca la necesidad de la participación
económicamente activa de las PCD en el mercado en un trabajo decente, como un camino a seguir hacia el de-
seado desarrollo sostenible y como objetivo clave en la agenda 2030.
Como resultado, se presenta una cronología de políticas públicas hacía la evolución del concepto de PCD, su inclu-
sión social y laboral, y las estrategias que se utilizan para incrementar la inclusión laboral de PCD, los avances que
se tienen en el país y en la ciudad en este tema.

Abstract
The article analyzes the inclusion of people with disabilities (PWD) to the labor market from a theoretical perspec-
tive. It presents a theoretical and empirical panorama of labor inclusion of PWD in Yucatán, analyzing dierent
perspectives of international, national and local instruments used to quantify and classify disabilities.
The methodology was carried out through a documentary review, consulting dierent research works, statistical
reports and the development of public policies.
According to Amartya Sen (1990) and his theory of human development, it is emphasized the need for economically
active participation of the PWD in the market in decent work, as a way forward towards sustainable development
and as a target in 2030 agenda.
As a result, a chronology of public policies is presented toward the evolution of the concept of PWD and its social
and labor inclusion, and the actual strategies that are used to increase the labor inclusion of PWD, as the advances
that are made in the country and the city in this topic.
