RESUMEN
Los Objetivos de Desarrollo Sostenible se han contemplado como ejes estratégicos
para los modernos procesos de planicación de territorios con un amplio horizonte de
tiempo. Dentro de este marco, las experiencias latinoamericanas con mejores resulta-
dos, en términos de evolución sistémica territorial, han tenido lugar en ciudades de Ar-
gentina, Colombia, Chile y Venezuela, debido a la acertada implementación de estudios
prospectivos para sustentar el desarrollo de su planicación con enfoque sostenible. En
Ecuador, la ciudad de Santo Domingo sobresale por su amplio número de habitantes,
su estructura económica y la capacidad de articulación interprovincial que aanza las
relaciones comerciales y de cooperación. Por consiguiente, las autoridades locales con-
sideran oportuno elaborar un Plan de Desarrollo y Ordenamiento Territorial con visión de
largo plazo, que se apoye en métodos de anticipación para precisar el direccionamiento
de los esfuerzos requeridos para potenciar la ciudad en función de los ODS.
El objetivo de esta investigación es denir los escenarios con mayor probabilidad relativa
de ocurrencia para Santo Domingo como territorio sostenible al año 2040. Para este n,
se emplea el método de escenarios propuesto por la escuela francesa de prospectiva
que cuenta con el aval de la UNESCO. Como resultado principal, se evidenció que el es-
cenario tendencial coincide con el positivo o apuesta; mientras que el negativo presenta
una nula probabilidad de ocurrencia. Por lo tanto, se inere que es posible alcanzar la
sostenibilidad en el territorio con el cumplimiento de los 6 retos identicados a futuro.

ABSTRACT
The Sustainable Development Goals have been considered as strategic axes for mod-
ern planning processes for territories with a long-time horizon. Within this framework, the
Latin American experiences with the best results in terms of systemic territorial evolu-
tion have taken place in cities in Argentina, Colombia, Chile and Venezuela due to the
successful implementation of prospective studies to support the development of their
planning with a sustainable approach. In Ecuador, the city of Santo Domingo stands out
for its large number of inhabitants, its prominent economic structure and the capacity
for inter-provincial coordination that strengthens commercial and cooperation relations.
Therefore, the local authorities consider it pertinent to draw up a Development and Land
Use Plan with a long-term vision that is based on anticipatory methods to specify the di-
rection of the efforts required in the empowerment of the city based on the SDGs. Based
on the aforementioned, the objective of this research is to dene the scenarios with the
highest relative probability of occurrence for Santo Domingo as a sustainable territory in
the year 2040. For this purpose, the scenario method proposed by the French School of
Prospecting is used, which has the endorsement of UNESCO. As a main result, it was
evident that the trend scenario coincides with the positive or bet, while the negative pres-
ents a null probability of occurrence. Therefore, it is inferred that it is possible to achieve
sustainability in the territory with the fulllment of the 6 future challenges identied.
