This article aims to clarify the meaning and content
of one of the principles of the legislative process, the
principle of unity of matter (Art. 136 of the Constitu-
tion). To achieve the goal will be necessary to seek
the understanding of some of the elements that are
part of a bill, as the title and the preamble, the two
analyzed from a legal point of view. From these ele-
ments you can identify the thematic core of a bill. It i s
this core that allows you to examine the rules that are
part of the regulatory body, in order to verify whether
there is a violation of the principle. For consideration
of connectedness it is also necessary to understand
the analytical categories employed around this prin-
ciple in constitutional control.
